New Credit Card Rules Coming Soon, to the Benefit of Cardholders.  A vote this Thursday could eliminate such credit card nastiness as double-cycle billing, universal default, and at-will interest rate increases.  An unintended consequence of this legislation, assuming it is approved, is that issuers will charge higher rates and lower credit lines to minimize risk exposure.  You don’t expect the banks to lose money do you?
